About Brenda Culbert |

Brenda is an investigator and human rights lawyer. She was called to the Bar of Ontario in 1996 and is a member in good standing of the Law Society of Ontario. Brenda also holds a certificate from the Association of Workplace Investigators, the only accredited workplace investigations program in North America. She is a member of the Investigations Unit for the Office of the Sport Integrity Commissioner.
Brenda has primarily worked in the social justice public sector, first within the community legal clinic system and later as Senior Counsel at the Ontario Human Rights Legal Support Centre. Prior to launching her investigations practice in 2021, Brenda worked in the school board sector as part of a Human Rights and Equity Advisor initiative supported by the Ministry of Education where she conducted investigations into human rights complaints as a neutral.
Throughout her practice Brenda has worked with diverse communities providing direct services to clients with a commitment to enhancing access to justice. She worked for almost a decade in the community legal clinic system addressing income support and disability, social assistance, housing, and human rights. Brenda gained extensive practice experience and in-depth human rights knowledge dealing with varied and complex human rights matters after joining the Human Rights Legal Support Centre in 2008 and she regularly appeared before the Ontario Human Rights Tribunal. She has worked with education professionals on policy development and review and promoted equity, diversity, inclusion and accommodation initiatives for staff and students in the education sector.
As a dedicated neutral, Brenda works within a trauma-informed framework and approaches her investigative work with integrity and care, making every effort to ensure a transparent and fair process for all participants.
